Hard refresh — reloads this page and ignores the saved copy.
Reload Page From Origin is Safari’s hard reload and handles most cases. To empty the cache itself you need the Develop menu, which Apple hides by default.
Turn on the Develop menu (once)

Choose Safari → Settings in the menu bar, or press
Mod+,. -
Open the Advanced tab.

Tick Show features for web developers. A Develop menu appears in the menu bar.
Empty the cache

Choose Develop → Empty Caches, or press
Option+Mod+E. -
Reload the page with
Option+Mod+R.
Clear everything for one site

Choose Safari → Settings → Privacy.

Click Manage Website Data, search for the site, select it, and click Remove.
Clearing history via History → Clear History also empties the cache, but it removes your browsing history at the same time.
